Novartis expansion approved for Durham with $5.5 million in performance awards and 280 jobs

The Board of County Commissioners unanimously approved Dec. 8 performance‑based awards for two Novartis Gene Therapies projects (referred to as Arrowood and Red Cedar) in a combined not‑to‑exceed amount of $5.5 million, staff said. The county described the projects as manufacturing expansions that together will create an estimated 280 jobs and $540 million in capital investment over five years.
Economic development manager Matt Filter said the awards are payable only after annual verification that Novartis met job creation, investment and community partnership targets, and that the county will monitor payments and may claw back funds if targets are not met. John Hohenwater of Novartis said the company’s U.S. investment plan supports onshore manufacturing and called Durham a natural location because of existing facilities nearby. "Reimagining medicine," Hohenwater said of the company’s work.
Local workforce partners and educators, including Durham Tech and the Durham Public Schools Foundation, told commissioners Novartis would provide equipment donations, CTE participation, and outreach to recruit locally. Commissioners praised the projects’ commitments to jobs accessible to workers with high school or two‑year credentials and approved the manager’s authority to execute performance agreements.
