Shelby County commissioners voted to amend the FY2025 operating budget to transfer roughly $20,083,796.98 from the general fund balance to several county funds — including the correction center enterprise fund, education fund and juvenile court grant fund — and to transfer $566,908 from the opioid settlement fund to health services.
Commissioner Ford called the item a year‑end “cleanup” but warned that heavy use of fund balance this month followed an earlier $11 million transfer and could leave the county with about $69 million in unassigned fund balance on an unaudited basis. He told the commission, “we will be at an unassigned fund balance of $69,000,000,” and asked for clarity on whether any fund‑balance uses had not come before the commission. Director of Administration and Finance Audrey Tipton said these transfers relate to FY2025 close‑out and that fund balance has been used during the year for necessary coverage; she said the administration had not used fund balance outside of resolutions presented to the commission.
The resolution passed by recorded vote. Commissioners asked for additional transparency on how fund‑balance items and personnel changes were tracked, and some members signaled interest in a fuller briefing on long‑term fiscal posture before committing more unassigned fund balance.
