After viral video of bull event, residents push Salinas to tighten rodeo oversight

Multiple public commenters described the bucking strap used in rodeos and said painful handling of animals is systemic rather than an isolated incident. A Zoom commenter asked the council to hold a public hearing on the lease and ensure the oversight committee meets publicly and has authority to vet users of the facility.
Council members said they were concerned and requested a meeting of the rodeo oversight subcommittee to discuss animal-welfare standards and transparency. One council member asked staff to examine how the city can assert final approval over outside users of the facility and to review oversight-committee meeting frequency. The council did not take an immediate regulatory action at this meeting but directed staff to follow up and coordinate with the police and the SPCA investigations.
