SCOE presents annual Williams visitation report; some data pending CDE certification

At the Nov. 12 meeting, Dr. Casey Rogers delivered the Solano County Office of Education’s annual Williams visitation report, summarizing visits to schools identified under California Education Code criteria. The report tracks three areas: sufficiency of instructional materials, facility conditions (including emergent health and safety issues), and accuracy of school accountability report cards (SARCs).

Rogers explained that 25% of the designated visits are unannounced because the California Department of Education provides the selection list and that the Williams requirements apply to all schools whether visited or not. He said the chart summarizing credentialing percentages included a column marked "TBD" because the county is awaiting certified data from the state; staff expects that certification by the end of November and will then present detailed findings to the superintendent and board. Trustees asked clarifying questions about the meaning of the unannounced visits, the content of Chart B (unanswered uniform complaints), and how charter schools are treated under the requirement (charter schools are not required by Ed. Code to have the same uniform complaint process, staff said).

Trustees and staff agreed to monitor the certified data when it is released and to follow up on any facility or complaints items identified through the visits.
