A trustee asked what a "nonmonetary resolution" would look like; staff explained it typically means CDE might waive repayment or withholdment of future apportionment rather than demanding a cash repayment, depending on the circumstances of reporting discrepancies. Staff emphasized the back-and-forth nature of appeals and that the matter could be reviewed further once CDE acknowledges the corrected submission.
The board did not take formal action on Elite at this meeting but requested continued monitoring and updates on the audit and appeal status.
