SCOE staff report first year of California Community Schools Partnership Program: mental-health screening, ILPs and community supports

Dr. Valerie Garrett, director of educational options, and Nicole Ruiz, program administrator, gave a year-one implementation update on the California Community Schools Partnership Program (CCSPP) at the board meeting.
Ruiz said the grant covers five years and that the district has "just completed our 1st year of implementation." She detailed that CCSPP funds have supported universal mental-health screening, referrals to support services, a full-time mental-health and wellness clinician, SEL groups, and individual learning plans (ILPs) to coordinate academic and transition needs for students.
Board members asked for clarification on how ILPs follow students back to their home districts. Dr. Garrett explained that SCOE acts as a service provider to six school districts and does not keep the cumulative records the districts hold; instead, SCOE uses student support specialists to make a "warm handoff" to receiving districts so transcripts and needed supports are communicated. She also noted SCOE can transition IEPs by meeting with the home district's IEP teams to agree on services while students are placed in SCOE programs.
In addition to school-based supports, staff described community services expanded under the grant at Golden Hills campus, including twice-monthly free produce distribution, clothing (underwear, shoes), and laundry services to address basic needs that affect student attendance and learning.
Board members requested additional data about record transfer protocols and how SCOE coordinates with districts; staff said those procedures rely on the student support specialist position and existing data systems.
