County approves $5.4 million Microsoft 365 enterprise contract; IT discusses Copilot/AI pilot

Sandra Perry, the county CIO, presented a resolution to enter a contract with Insight Public Sector for Microsoft 365 and related licenses in a total not-to-exceed amount of $5,395,643.85, with an annual cost of about $1,798,547.95. Perry said the agreement would standardize productivity tools across county offices and consolidate licensing for servers and email; the sheriff's office would remain under a separate contract.
Commissioners asked whether the contract included AI functionality. Perry said the Microsoft AI offering is branded as 'Copilot' and that the county is evaluating pilot licenses for Copilot as part of the licensing agreement — describing Copilot as an enterprise option analogous to other generative-AI tools. "We are evaluating the copilot as part of our licensing agreement," she said.
The committee approved the contract with an 8-0 tally.
