Notus wins RAISE grant for collector‑street design; concept due July 20

Mayor David Porterfield and representatives from the Local Highway Technical Assistance Commission and KLM Engineering told the council the city received a RAISE grant to pay for design and planning of collector streets in Notus, with no local match required. Project manager Justin Walker said the design timeline calls for a concept design to be presented July 20, a public survey and open‑house in September, a draft report in November and final concept approval targeted for the December meeting, ahead of a December 7, 2026 phase‑one deadline.
The project scope identified Notus Road, 1st Street, 3rd Street and Jasper Avenue for roadway and stormwater treatment options. Presenters discussed preliminary roadway sections, sidewalk and parking alternatives, and options for roadside and stormwater treatment. Amanda Lamott of LHTAC emphasized that construction funding will need to be pursued in a later grant round; this award covers design and planning only.
Council members asked about public outreach and design responsibilities. Justin Walker said Ismeal is the lead designer on the team and will present a concept at the July meeting. The council also discussed project branding and a project logo and directed staff to continue coordination with engineering and the Local Highway Technical Assistance Commission ahead of the July concept presentation.
