Contractor estimates 3,000‑sq‑ft Notus library‑community center at $340,000–$360,000

Francisco Oropeza, owner of 2nd Chance Construction, told the Notus City Council at a June 8 workshop that a 3,000 square‑foot combined community center and library could be built for "$340,000 to $360,000 with build out of 180 days." The discussion took place with Library Board representatives and city staff at the Notus Community Center.

City Planner Antonio Conti raised siting and code considerations for the one‑lot proposal, saying "commercial parking requires 4 parking spaces per 1000 sq ft" and that those spaces should be provided on site rather than on the street. Conti cautioned that if the city opts for a larger, two‑story building the project would require an elevator plus stairs and an upstairs restroom, creating additional maintenance and yearly certification costs.

Resident Wayne Brown urged the council to include a large multipurpose room so the library could host city and community events. Oropeza described construction savings he could apply, including slab‑on‑grade for most of the building, 9‑foot ceilings, and a 4‑foot sidewalk around the building, and said he is willing to manage the project on a time‑and‑materials basis and act as a consultant while plans are being drawn.

The workshop record does not specify a final site decision, funding source, or design approval; council members and the Library Board discussed concepts, cost estimates, parking constraints and design tradeoffs as part of preliminary planning. The council adjourned the workshop at 8:24 p.m.
