Notus council approves presenting UV disinfection option for wastewater rebuild to DEQ

Mayor David Porterfield and the Notus City Council authorized Public Works lead Tyler Martin to present a UV-disinfection plan to the Idaho Department of Environmental Quality following a fire at the town's wastewater building.
Tyler Martin said the damaged facility had been insured for $27,000 at the time of buildout and that the city received an insurance check of $30,322.98. "Insurance paid 110% of insured value minus deductible for a claim check in the amount of $30,322.98," Martin told the council as he summarized available options.
Antonio Conti, the city planner and engineer, presented preliminary engineering cost estimates: replacing the existing chlorination system would cost about $231,250; installing a new UV disinfection system would be approximately $425,000. Martin said he preferred the UV option because it removes handling of chlorine chemicals that he described as hazardous and yields a higher-quality discharge to the Boise River. He also warned that DEQ review could lead to daily fines for noncompliance and that those fines could be applied retroactively.
Council President Rob Hartsock moved to authorize Martin to present the UV system option to DEQ; Councilman Blaide Connor seconded. After discussion and a roll-call vote that recorded support from Hartsock, B. Connor, Ahlborn and L. Connor, the motion carried unanimously.
The council instructed staff to pursue the permitting and budgeting steps necessary to advance the selected option; Hartsock specifically suggested verifying the insured value of existing systems as part of the follow-up. The council did not approve funding for the full UV installation at the meeting; Martin noted the UV option carries an estimated additional capital cost of roughly $193,750 compared with replacing chlorination.
