Council member asks to revisit ordinance 9-13, seeking to restore mayoral personnel authority

A council member asked the Eagle City Council to revisit changes made to ordinance 9-13 on Dec. 12, 2023, saying the amendment limited the incoming mayor’s ability to manage day-to-day personnel decisions and department operations. “That amendment modified city code title 1 chapter 6 sections 1 and 2,” the council member said, adding the change “significantly constrained the incoming mayor's ability to manage day to day operations of the city.”
The speaker said the mayor is the city’s chief executive and should be able to supervise department heads and hire necessary staff such as a public information officer or long-range planner, while council retains legislative, policy and budgetary oversight. The council member requested that the city attorney draft language, either by ordinance or amendment, to rescind the changes adopted on Dec. 12, 2023, so mayoral duties are restored to their prior scope.
Mayor Pike acknowledged the request and said the item will be placed on a future agenda for full council consideration. Council members discussed process options and emphasized that existing checks on misconduct remain available and that any change would follow the normal ordinance amendment process. No formal vote on rescission occurred at the Jan. 27 meeting; the council agreed to schedule the matter for a future meeting so staff and the city attorney can prepare recommended language and legal analysis.
The request arose during an agenda-modification discussion and will return with a staff memo and draft language for council consideration.
