Planning Commission approves 68‑unit Fairway Reserves townhome project at 701 Potters Lane

Neil Turpin, planning director for the Town of Clarksville, presented the final plat (SD25‑051) and development plan (DP25‑007) for Fairway Reserves, a proposed 68‑unit, owner‑occupied townhome project at 701 Potters Lane on the former Shrine Club site. Turpin said the final plat largely matched the preliminary plat, noting a site revision that moved four lots to a corner to improve drainage, and that staff found the proposal consistent with the subdivision ordinance and the comprehensive plan.
Eric Martin, the applicant's representative, said the development team has met prior commitments made at the preliminary hearing, including a ten‑foot landscape buffer at the rear: "We will be planting, I believe it's 10, evergreen trees and 5 deciduous trees along that buffer in the rear." Martin also said the plan met land‑development code requirements and that the traffic study showed the project would add about 25 peak AM trips and maintain mostly 'A' level service.
Several nearby residents spoke during public comment. A resident who identified himself as Aaron (743 Myers Grove Lane) said workers had "tore down" the Shrine Club building and criticized what he described as a lack of salvage or recycling. Patricia Linford (746 Myers Grove) said she and neighbors received required documents only the day before the meeting and urged more time for public review. Jim McIntosh raised questions about missing elevations and parking design, and said demolition created dust and potential asbestos exposure.
After questions from commissioners, motions to approve the final plat (SD25‑051) and the development plan (DP25‑007) were moved, seconded and approved. The motion results in the meeting record are reported as 6–1 for each action.
