Clerk-Treasurer A.D. Stonecipher opened Clarksville’s organizational meeting and called for nominations for council president, stressing the office’s responsibilities.
"The office of president is an office not to be taken lightly," Stonecipher said, noting the president prioritizes the council’s agenda and makes key appointments. A motion to nominate Bob McEwen for council president was made and seconded; McEwen accepted the nomination and indicated he would cast a vote for himself. In a roll-call tally announced by the clerk, Voynier abstained; Munich, Schiller, Ramsey and Henderson voted aye; Stotts abstained; and McEwen voted for himself. The clerk declared five affirmative votes and announced McEwen as council president for 2026.
Following the swearing-in, the new president opened nominations for vice president and secretary. Councilwoman Karen Henderson was nominated and approved as vice president, and Ryan Ramsey was nominated and approved as council secretary; both motions were carried by voice/hand votes with an abstention recorded on the secretary item.
The meeting proceeded immediately into appointments to boards and commissions, which the new president then managed. The council processed a series of reappointments and new nominations for the planning commission, building commission, police and fire merit boards and other advisory bodies.
The council adjourned the public session at 6:54 p.m. and planned an executive session to follow.
