The Clarksville Town Council approved Ordinance 2025‑S14, setting non‑union employee salaries for fiscal 2026 at a 4% increase, and Ordinance 2025‑S15, which updates job classifications and salary ranges. Staff said police and fire union contracts remain separate and that the classification ordinance establishes multi‑year step rates within each pay category for non‑union positions.
"The salaries for non union employees are being increased by 4% for fiscal 2026," staff told the council, and recommended approval of both ordinances. Staff also noted a policy change removing the "pension secretary" position from town payroll in sections 3.7(b) and 3.8(b); those duties will be paid by union members through dues rather than taxpayer funds.
Council members asked staff to verify rank differentials for sworn positions (for example, that an assistant chief is maintained at a 5% differential above a major when combined with biweekly differentials). Staff said they would review any necessary adjustments at the next ordinance cycle; the council voted to adopt both ordinances tonight to ensure the first January payroll can be processed with the new rates.
Both ordinances passed on first and second readings at the meeting.
