Manolo Garcia (SCOE associate superintendent of human resources) emphasized HR, labor relations and educator effectiveness, describing his experience as a principal, charter-school founder and county-level HR leader. Brian Dolan framed his candidacy as a short-term experienced manager focused on operational stability and supporting districts through fiscal and programmatic transitions. Dr. Stella Kemp presented herself as an equity-driven transformational leader with experience building cross-sector initiatives and long-range visioning; another finalist outlined broad county and charter experience and a record of grant writing and interagency partnerships.
Board members later told the meeting that they weighed boots-on-the-ground SCOE experience and crosscutting operational skills differently; that variation shaped their polling preferences before the conditional appointment motion.
