Mr. Diehl, presenting the staff report, said the credential "was issued retroactive to July 1, so there's no break in service or credential." Trustee Tina Dean moved to remove the condition and unconditionally appoint Dr. Parr; Trustee Cheek seconded. The measure passed on a roll-call vote, five in favor and two opposed. Trustee Cohen Thompson and Trustee Dunn voted no.
Board President Coleman called for discussion before the vote; none was offered. After the roll call, President Coleman declared, "With that vote, Doctor Parr has been appointed to the county superintendent of schools." Dr. Parr's appointment was recorded as effective Sept. 1, 2025.
The appointment followed an earlier conditional appointment at a special meeting on July 23, 2025, where the condition hinged on the administrative credential. SCOE staff confirmed the credential requirement had been satisfied and recommended the unconditional appointment.
