Lawler said the guide is designed to be read in about five minutes and to explain the tradeoffs behind key numbers so voters understand not just totals but the policy choices that produced them.
Committee members pressed for clarity on the figures Lawler used and how the guide would link to official sources. The chair and staff directed Lawler to upload a mockup to the committee DocuShare site; the committee said they would make the mockup available within 24–48 hours. Lawler noted the operating budget line he cited — roughly $42,300,000 — represents the town operating number and does not include school district totals, a point a committee member said should be added to the guide.
"My goal was for someone with no financial background to be able to read this and comprehend it and also be able to read it pretty quickly," Lawler said. The committee encouraged distribution options including posting the guide alongside the full budget and producing printed handouts for residents who prefer paper.
