At its Aug. 4 meeting, the Kingsport Board approved a slate of second‑reading ordinances and budget actions affecting land use and city finances. On a contested item, the Airport Parkway parcel was rezoned from Mixed Use (MX) to M-2 (General Manufacturing) on second and final reading; the motion passed with six ayes and one nay (Mayor Paul Sevilla Montgomery voted no). The Gibson Mill Road rezoning from R-1B to R-3 was approved unanimously, 7–0.
The board also approved an ordinance increasing municipal court costs and two budget-adjustment ordinances—one to close out fiscal 2026 items and another adjusting fiscal 2027 funds—each passed unanimously, 7–0. In addition, the board adopted an amendment to the school general purpose fund and project budgets submitted by the Board of Education on second and final reading, with a unanimous vote. City staff described the FY26 adjustment as "closing out last year's budget and moving funds to current projects."
