Commission approves $5.66 million sewer rehabilitation contract funded largely with ARPA dollars

The Shelby County Board of Commissioners approved a resolution amending the FY2026 operating budget and awarding a contract to Inliner Solutions, LLC in the amount of $5,144,288, with an extra‑work allowance of $514,430, for a total authorization of $5,658,718 to rehabilitate collection pipes and reduce stormwater inflow to the sanitary sewer system.
The parliamentarian read the funding sources: $4,809,910.30 of American Rescue Plan Act (ARPA) funds and $848,807.70 in FY2026 stormwater special‑revenue match funds. The contract includes an extra‑work allowance and a term that commences on execution through the current fiscal year. The item was sponsored by Commissioner David C. Bradford Jr. and approved as part of the consent agenda.
"This item is to decrease inflow and infiltration of stormwater into the sanitary sewer system," the committee summary said when the item was called. The contract will be administered through the county's Public Works program.
