Rowan City Council voted unanimously Aug. 3 to adopt Ordinance Amendment 2026-05, which updates fees for bulk water, late payments, reconnections and temporary vacancies. Virgil Park moved to approve the ordinance; Chad Ketchum seconded and the ordinance passed on a roll call vote.
After adoption, Councilmember Mark Bruns moved to waive the third reading so the fee changes take effect for the August billing cycle; the motion was seconded by Virgil Park and approved unanimously. Mayor Hollman had opened a public hearing on the ordinance earlier in the meeting; no members of the public spoke during the hearing.
