The Planning and Zoning Commission recommended that City Council approve amendments to Section 77‑5‑04 of the Rowlett Development Code and repeal a duplicate ordinance (Article II, Section 98) in order to streamline tree‑removal permits and reduce redundant review steps.
Staff explained the current code requires Planning & Zoning to recommend and City Council to approve even single‑tree removals and said the proposed change would allow Planning & Zoning to be the final approval body for routine tree‑removal permits while preserving City Council authority over fee waivers, mitigation reductions or similar financial decisions. Staff said the process change is intended to remove duplication and speed routine reviews. When commissioners asked about after‑the‑fact removals, staff said those cases become zoning violations, can result in daily fines, and still require mitigation or replanting.
Commissioner Hernandez moved to forward the recommendation to City Council to amend the code and make Planning & Zoning the final approval for tree‑removal permits (with the exception of fee waivers which return to Council); the motion passed 6–1. The recommendation will go to City Council for final action.
