Matt Torbit of Liberty Development said the owners were immediately adjacent to C-4 and "there is no interest in intensive uses permitted in C-4 such as automotive, car washes, motels, hotels, or kennels," explaining the choice of C-1 for future development.
Planning staff noted that C-1 would remove a number of higher-intensity uses from consideration and observed that recent ordinances already prohibit gas stations on Detroit Road. Given the extent of discussion and that the item had already had prior public comment earlier in the meeting, Mayor Jensen asked to treat the item as a first presentation and the Chair declared it a First Presentation; no formal recommendation vote was taken.
