King told commissioners the council had previously discussed a 0.25 foot‑candles standard and said the draft ordinance would require shielded fixtures and angling away from neighboring properties: "The council recommended changing the ordinance to include a standard of 0.25 foot candles at the property line for residential uses and ensure that all lighting is shielded and angled away from adjacent residential property owners," he said.
There were no public comments during the hearing. Commissioner Jobe moved to approve the text amendment referencing the work‑session adjustments; the motion carried 6–1. The commission’s recommendation will be forwarded to City Council for final action.
