The Planning Commission unanimously approved a modification to riparian setback rules to allow construction of a single-family home at 3811 Williams Court (PL20260016) after receiving engineered compensatory-storage and stormwater plans. Valore Builders presented a plan that included compensatory storage ponds and other measures intended to offset removed floodplain storage, and staff and the City Engineer supported the application as meeting the ordinance's mitigation expectations.
Nick Kishmarton of Valore Builders explained that the applicants had filed a CLOMR-F with FEMA and had incorporated stormwater-quality enhancements into the basin design. City Engineer Ryan Cummins told the commission he had reviewed the materials and recommended support, noting the applicant had taken additional steps beyond what is normally required at preliminary stages. Kishmarton told commissioners that "their compensatory storage would actually be greater than necessary," and the commission suspended rules and voted to approve the requested riparian modification.
The Planning Commission's action authorizes a modification under Section 1051.08, subject to implementation of the mitigation measures shown in the submitted plans and subsequent engineering and permitting steps (including final FEMA coordination). The applicant must secure all necessary permits before commencing construction.
