Senate adopts subacute mental-health bill, adds child bed tracking and capacity study

The Senate adopted conforming amendment 50-61, then considered a strike-all amendment (51-45) that adds child electronic bed tracking and requires Iowa HHS to report on statewide capacity and the feasibility of operating or contracting for subacute services at the MHI in Independence, with a referenced start point of 07/01/2027.
Senator Peterson urged a no vote on the amendment, arguing the amendment is not as strong as House language and emphasizing that insurance coverage and Medicaid payment are primary barriers. The amendment was adopted on a recorded roll call (29 ayes, 16 nays). The Senate then moved to final passage of House File 25 43 as amended; the roll-call on final passage recorded 46 ayes and 0 nays and the bill passed. Senator Warmie asked unanimous consent to withdraw Senate File 2202; consent was granted.
