Developer seeks rezoning of 17.7 acres on Nagel Road for Class A office campus

Planning/Public Service Director Duane Streator told Council the rezoning request covers seven parcels totaling 17.7 acres on the west side of Nagel Road and that the Planning Commission issued a negative recommendation (0-4) following significant resident opposition at its last meeting.
Dan Hopkins, of DJH Developers, representing the applicant, said this is an owner-operator with existing local retail interests (he noted Discount Drug Mart) seeking to create a first-class office campus and argued surrounding parcels are already commercially zoned. Hopkins offered to consolidate the seven parcels into one lot and to work with the City on traffic solutions, including potential road widening assistance.
Hopkins framed the project as a northern gateway redevelopment that would attract businesses currently commuting downtown, while Mr. Streator and Council members acknowledged prior resident concerns and the Planning Commission's negative recommendation. John Gasior raised a procedural point about parcel-number readings and the Chair agreed to streamline future work-session formats. A public hearing is scheduled for May 26, 2026; the first of three readings will occur April 27, 2026.
