John Rice presented the COE’s annual report on Prop 28 arts and music funding, noting the COE conducted a needs assessment that identified strengths—including partnerships with local arts organizations—and gaps, such as unfilled certificated positions.
Rice reported the COE "has now succeeded in hiring 1.8 FTE art teacher" to lead an artist-teacher partnership program and said carryover funds will be used for additional certificated staff, artist contracts, materials and a small contribution to indirect costs so the program can scale into 26/27. Board members asked whether Prop 28 hiring meant certificated art teachers or community artists; presenters explained Prop 28 funding prioritizes certificated art teachers while the COE continues to contract with nonprofits and artists to supplement classroom instruction.
Trustees discussed credential pathways for professional artists and the COE noted EdPath and local credentialing programs could help community artists pursue credentialing. The board moved and voted to approve the Prop 28 annual report.
