COE outlines LCAP support, differentiated assistance and data-visualization plans for 2025–26

Brooke Hopkins, from the COE’s Educational Services division, presented the County Office’s plan for supporting district Local Control and Accountability Plans (LCAPs) in 2025–26, describing three organizing goals: guidance on district LCAP approval windows, targeted technical assistance for districts qualifying for differentiated assistance, and hands-on implementation support.
Hopkins summarized the COE approach to differentiated assistance: "we try to target our assistance by having regular meetings with the school with the districts and charters, to examine their data and talk about possible root causes," and explained COE tools including roadshows, early review, professional learning networks and an expanded data-visualization effort to make district metrics more accessible.
Board members asked about online charters and accountability; Hopkins explained the Monterey Bay campus is a renaming/part of a statewide online charter and remains locally authorized and accountable. The COE said it will continue to coordinate with state partners and mid-state collaboratives to align support and reduce duplication of services across districts.
