Council weighs tougher STR penalties, revocation process and higher insurance

Rowlett staff outlined proposed changes to the city's short-term rental ordinance and described enforcement tools including administrative revocation for repeat violators. "If they receive more than 2 citations for violations in the previous 12 months, then we can administratively revoke their short term rental permit," staff said, noting the permit-holder would have appeal rights and the revocation could last up to a year.
Council discussed a 30-day temporary cessation of operations while staff and police investigate serious incidents and weighed raising the current $1,000,000 per-occurrence insurance requirement to $2,000,000 to increase the barrier to problematic operators. Staff told council they will bring a more detailed draft that defines "owner-occupied" exemptions and sets out SOPs for enforcement and appeals.
