Dave Holt of Rowlett used the public comment period to press the council for clearer documents related to the Hewitt Zollars engineering and Tisio construction contracts for the Phase 3 Miller Road bridge project. "That information appears to have been so sanitized by the lawyers and city attorney that it no longer provides the information and transparency the residents deserve and need," Holt said, arguing the packet omits details residents need to learn from past problems.
Holt said he has physical records going back several years documenting earlier problems with the Phase 3 work and said better disclosure in future packets would reduce the likelihood of repeating mistakes. The council did not respond with any formal action during citizen input; by ordinance the council may not take action during this portion of the meeting.
