Council approves package of IT upgrades including finance software, enterprise records and fleet management

Sylvania City Council approved multiple technology purchases intended to modernize finance, records and fleet operations.
Service Director Shaw described moving the city's 20‑year‑old Egov finance and utility‑billing platform to VIP from Software Solutions. "The implementation cost is $54,100," he said; the project was budgeted for 2026 with an estimated go‑live in 2027. Shaw said VIP will enable electronic purchase requisitions and real‑time budget monitoring and noted the city had budgeted implementation funds. Council passed Ordinance 8‑2026 to enter the framework services, support and license agreement and appropriate $54,100.
Council also approved an OnBase license amendment with Hyland Software to upgrade enterprise content management and search features at a cost of $30,320 (Ordinance 12‑2026). Shaw said implementation will take about 60–90 days and the cost will be split between water and sewer accounts.
Finally, Council approved a Fleetio purchase (Ordinance 13‑2026) for vehicle and equipment maintenance management at $21,960. Shaw said Fleetio will onboard the city's roughly 125 vehicles and add equipment to a total near 150 assets to improve reporting and lifecycle decisions. Council approved these items as emergency measures by unanimous voice votes.
