County accepts several housing grants and adopts ESFRLP and Urgent Repair policies

At the July 13 meeting the Planning Department presented multiple housing grants and program documents for board approval. Pitt County accepted a 2028 Essential Single‑Family Rehabilitation Loan Pool (ESFRLP) grant of $273,000, approved an assistance policy and procurement/disbursement rules, and designated staff authorized to request draw‑downs. The county also approved a 2027 North Carolina Housing Finance Agency Urgent Repair Grant of $165,000 with a corresponding assistance policy and procurement rules.
Separately, the Board accepted two ECU Health Foundation awards—a $20,000 Project Safe Shelter grant for temporary lodging and a $30,000 Rapid Rehousing support award—and authorized associated budget amendments (no county funds). Staff said the ESFRLP and Urgent Repair programs will be administered under NCHFA guidelines and will use contractor registries, competitive bidding, and household priority systems described in the adopted assistance policies.
