Council presses staff to fast-track wastewater, water and drainage master plans tied to CIP prioritization

"We are going to select a consultant in Q2 2026," Manal said when describing the wastewater master plan timeline; staff proposed starting the study in Q3 2026 and completing it in Q3 2027, with a $250,000 consultant budget funded by the utility fund.
The council and staff discussed the relationship between master plans and project timing: an upsized Merritt Road waterline (36/30-inch) and related projects are sized for long-term regional capacity and are currently projected for construction around 2031, but staff said these schedules will be updated once master plans and demand forecasts are finalized. On I&I (inflow and infiltration) mitigation, staff noted condition assessments and targeted basin work are already underway and that more rain events are needed to measure progress. Council requested clearer timelines and a direct link between master-plan outcomes and the CIP project list used to justify debt issuances and COs.
