Council moves $410,000 toward Rowlett Community Center repairs; staff outlines $5M scope

Ryan, the parks presenter, walked council through priority parks projects and the immediate needs at the Rowlett Community Center (RCC). Ryan described an estimated scope of roughly $5,000,000 for roof and wall water-penetration remediation, gym flooring, new weight-room equipment and site work and said current funding leaves a multi-million-dollar gap that staff proposed closing by reallocating existing park bond and CO funds where feasible.

"We feel that around $5,000,000 is an estimated cost to remediate a lot of the water penetrations, replace the gym flooring, weight room equipment, indoor enhancements," Ryan said while reviewing the RCC scope. Council discussed reallocating $410,000 that had been budgeted for a relocated hockey rink and concluded by consensus to keep the hockey facility in Hereford Park but move the $410,000 to address urgent RCC repairs. Staff said those immediate repairs (roof, gym floor) could begin in the near term while a larger master-plan process for parks would proceed in parallel.

Staff also outlined a plan to use a combination of remaining bond balances, a planned CO issuance and other accounts to approach the remaining shortfall; staff committed to refine the funding table and return with an updated, auditable schedule tying each funding source to the specific near-term RCC work.
