Rowlett streamlines tree‑removal permitting; P&Z to authorize requests for removal of more than three trees

On June 16 the Rowlett City Council approved staff‑initiated text amendments to the Rowlett Development Code that change tree‑removal permit review procedures. Planning Manager Allison Duque told the council the goal is to streamline reviews while preserving discretionary oversight for larger removals.
"Under the existing process, removal of 3 trees or fewer may be approved administratively by staff while requests involving more than 3 trees require planning and zoning recommendation as well as city council approval," Duque said. The amendments retain administrative approval for three or fewer trees, make the planning and zoning commission the final approval authority for requests involving more than three trees, and keep council approval for requests that include mitigation fees in lieu of replacement.
Staff noted the planning and zoning commission recommended the amendment 6–1 on June 9. Councilmembers asked about the tree fund and mitigation fee policy; staff said changes to fees were not part of this amendment and recommended a future work session to consider fee structure and tree‑fund spending. The council adopted the text amendments unanimously and directed staff to return with options on fee structure and tree fund use.
