Kylie Wilson, representing CPS HR Consulting, told the Rowlett council her firm uses a multi‑phased search that combines stakeholder meetings, surveys, broad advertising and curated outreach from a 150,000‑candidate database.
Wilson said CPS HR screens resumes manually and conducts 30–40 minute phone interviews to assess leadership and management style, then groups candidates into top tiers and provides extensive finalist packets. "I don't use an algorithm," she said, describing a deep, human review of resumes, references and media checks. She explained that the firm can do varying levels of background checks at different stages to protect candidate confidentiality while still alerting the council to major red flags prior to public exposure.
Wilson told council members she typically sees 60 or more applicants on average and that firms often narrow to about 5–6 semifinalists and 3–4 finalists. She described offering salary negotiation and contract support and emphasized confidentiality when screening active city managers.
