Rowlett ratifies emergency Miller Road engineering and construction contracts; ribbon cutting set for June 25

Rowlett’s City Council unanimously ratified emergency agreements on June 16 to finish reconstruction of Miller Road, approving a $201,200 professional services contract with Hewitt Zollars Inc. and a $2,539,985.90 construction agreement with Tisio Paving Company.
Interim Director of Public Works Gary Ennah told the council the city paused the project for an engineering review and subsurface investigation after early in‑house work proved insufficient. “Construction began 04/23/2026… The paving operations and guardrail installation are complete. The pavement will be swept in preparation for striping,” Ennah said as he described the contractor’s progress and an anticipated completion date contingent on weather.
Interim City Manager Manal Maledad explained why outside firms were needed after the city’s in‑house estimate was revised upward following additional geotechnical analysis. Mayor Jeff Winget summarized the timeline and emphasized accountability: “As you just heard all construction work on Miller Road will be completed by June 25, and we are going to celebrate.” Council members expressed appreciation for staff’s expedited work and asked for cost‑comparison detail; staff replied the Streets and Alley reconstruction fund supplied the majority of available funding.
The council approved the engineering resolution on a motion by Deputy Mayor Pro Tem Tim John Bowers, seconded by Councilmember Gibbs, and later approved the construction agreement on a motion moved by Mayor Pro Tem Bridal, seconded by Gibbs; both measures passed 7–0. Staff invited the community to a ribbon cutting ceremony at 9:00 a.m. on June 25 at the west end of Miller Road near Sunrise Drive.
