Tara from finance presented the FY27 refuse fund model and recommended a CPI‑based adjustment under the new Republic Services contract, which allows annual changes tied to an inflation index. The proposed change is a 3.5% increase for residential customers and a 5% increase for commercial accounts, equivalent to roughly $0.78 per month for a typical residential account.
Tara said the refuse fund model projects $8.9 million in revenue and expenditures for FY27 and an ending reserve of about $577,000 (approximately 7% of expenses), above the city’s 5% minimum target. Council discussed whether to lean more of the increase onto commercial customers and agreed to seek chamber feedback before finalizing any commercial‑rate changes.
