Forrest Brown raised concerns about the poor condition of Tidewater Drive and asked the city to consider improvements. The Council gave direction to City Administrator Adam Kofoed to negotiate with Brown's to include Tidewater Drive in the asphalting plan tied to Brown's new building, subject to review by City Engineer Dave Schechinger to ensure the work meets city street specifications and subject to an indemnification agreement drafted by City Attorney Kevin Olson.
Staff noted that depending on the level of oxidation of the existing roadway substrate, milling could be required before asphalt can be successfully applied. The Council’s direction was general authorization to negotiate terms rather than final approval; staff will return with the proposed agreement and engineer specifications for formal consideration.
