Trustee Ryan Osborn moved and Trustee Amanda Fangmeier seconded a motion to permit an outside property to connect to the village's water and sewer system; the board carried the motion during its July 7, 2025 meeting.
Board members reviewed Ordinance 3-104, which the minutes cite as authorizing connection of nonresidents outside the corporate limits provided the governing body grants permission. The ordinance requires the property owner to pay for mains and service piping and establishes that out-of-limits rates shall be at least 1.75 times in-town rates. A representative noted that the village engineer requests that new infrastructure be built to village specifications and that a looped water line is preferred.
Trustee Ryan Osborn made the motion to allow connection; Trustee Amanda Fangmeier seconded and the motion carried. The minutes state the request concerned 9505 W Denton Road but also record the motion as permitting connection for 9500 W Denton Road; the address discrepancy appears in the official minutes and is noted here as recorded. Tim Aschoff stated the lagoon will be decommissioned in relation to utilities planning.
The board took no immediate additional actions such as setting fees or establishing a formal agreement at the meeting; follow-up with the village engineer and formal permitting steps were discussed as next steps.
