The Preston City Council unanimously approved Resolution No. 169 to establish a redevelopment area on State Street from 1st South to 1st North, a step organizers said is required for a Community Development Block Grant (CDBG) application. Jules Velier of CCOG told the council the city is applying for “a community development block grant for about $500,000” to support downtown revitalization work and concept design.
Consultant Mark Dixon reviewed concept renderings focused on low‑maintenance plantings, mid‑level tree lighting, removable planters and root‑management measures to avoid repeating past tree‑root damage. Speakers during public comment supported the project but urged attention to tree-root damage and clear resolution language about the area’s bounds; counsel and staff clarified the HUD blight classification is used for grant purposes and is not an individualized condemnation of private properties.
