Lake Alfred accepts Lock Street property for PRWC receiving station; approves Wright‑Pierce design agreement conditionally

The Lake Alfred City Commission on July 20 ratified conveyance and acceptance of four unimproved tracts known as the Lock Street Property, closing May 29, 2026 and recorded in Polk County Official Records Book 14024, Pages 0173–0177. Staff recommended the conveyance be accepted to remediate the site for inclusion as a Polk Regional Water Cooperative (PRWC) Alternate Water Supply Receiving Station.
Separately, the commission approved a CCNA selection of Wright‑Pierce, Inc. for professional services related to a Receiving/Blending Facility at the Winter Haven interconnect and a proposed on‑site well (WTP No.3). The city plans to receive a 1-million‑gallon‑per‑day allocation through the PRWC and Winter Haven interconnect; the receiving station will use a 750,000‑gallon ground storage tank and high‑service pumps and could operate as a full water plant with the well. Wright‑Pierce's agreement for the AWS receiving station was conditionally approved pending legal review at an amount of $1,593,005; staff estimated the tentative capital cost of a receiving station with the well at approximately $15 million.
Katie Goerick of Wright‑Pierce told the commission the firm "would be helping to locate funding opportunities" and that the agreement had been revised to reflect time‑and‑materials for some tasks so the city would not be charged for unnecessary items. Staff said the city intends to pursue State Revolving Fund financing and to seek PRWC/state reimbursements for AWS capital costs. Commissioners voted unanimously to accept the property and to approve the CCNA selection and conditional contract.
