Property owner Jore DeFrey asks Hobart board to clear crushed culvert after 62-foot standing water

Property owner Jore DeFrey told the Hobart Sanitary District on July 14 that drainage problems at 6401 E. 83rd Avenue have left standing water extending approximately 62 feet across her yard after a culvert on the property became crushed and a separate northwest culvert was blocked by rocks and bricks. DeFrey said the City recently placed riprap on the northwest corner of the property and that water is no longer draining properly toward the adjacent cornfield.
Board President Bob Fulton recommended staff investigate site elevations and perform a wetland delineation to better understand drainage patterns, noting the area has not been designated by IDEM or the U.S. Army Corps of Engineers and appears to be an isolated wetland of unknown status. Fulton asked Mr. Ty Lawson and staff to inspect the site. Attorney Tim Kingsland was asked to send the property owner a letter explaining that culvert maintenance is the property owner's responsibility.
