Council weighs transfer of $489,053.74 in Parkland Acquisition funds to General Fund

Service Director Matt Hiscock told the Committee that the 456 Parkland Acquisition Fund — created decades ago and subject to changing rules over time — has limited likely future use and staff sought authorization to liquidate the fund and transfer $489,053.74 into the General Fund. "Essentially, what they were asking authorization to do was liquidate the 456 Parkland Acquisition Fund and move those dollars into the General Fund," Hiscock said, noting the change followed a legal opinion on permissible actions for the fund.
Council Member Zach Berger and others urged keeping the dollars for park uses; Auditor Cathy Fix said the legal opinion required the transfer first go to the General Fund and then be reallocated (for example to the 431 Parks Fund) via a subsequent transfer. The Clerk assigned Ordinance No. 26-071 for readings; members indicated support in principle for retaining the funds for park capital but deferred the exact routing to the formal amendment/transfer process.
