Commission recommends annexation and R-1 rezoning for Windrow Phase 2

Staff presented ZC 26.07, a conditional annexation and rezoning request to bring roughly 20 acres into Fairhope City limits as R-1 low-density single-family residential for the second phase of Windrow subdivision. Staff noted the site is currently Baldwin County jurisdiction and that potential wetlands on the parcel will be addressed when the subdivision case returns.
Will Graham of Jade Consulting said Phase 2 will match the character and lot sizes of Phase 1. Brandy White, a nearby county resident, asked how notices will work and whether drainage and traffic concerns would be addressed; staff said zoning notice goes to property owners within 300 feet and subdivision-level notices will go to adjacent owners and be mailed per the subdivision hearing process. The commission moved to recommend council approval; the motion passed unanimously.
