Board to consider updates to multiple bylaws aligning governance standards and communications with CSBA guidance

Staff presented proposals to update several board bylaws, including governance standards, public statements, confidentiality, electronic communications, closed-session reporting and board self-evaluation; updates will return for approval on 11/06/2025.
Legal and governance staff briefed the board on a package of bylaw updates aimed at bringing the district's manual into alignment with CSBA (California School Boards Association) guidance and clarifying expectations for board members.
Proposed changes include BB 9050 (governance standards) to expand professional governance language; BB 9010 to add guidance on public statements and when a board spokesperson may disclose information authorized by law; BB 9011 to clarify the definition of confidential privileged information and consequences for willful disclosure; BB 9012 to address electronic communications and the applicability of the Public Records Act to communications on personal accounts; and BB 9400 to align board self-evaluation with CSBA's online tool. Staff recommended deleting a redundant closed-session bylaw and said the full set of changes would return for action on Nov. 6, 2025.
President Smith said much of the material reflects practices already in place and that the manual will be updated online following board approval.
