District staff present multiple transportation policy updates; board briefed on electric-bus planning

Transportation staff presented a package of updates to board policies and administrative regulations intended to align district practice with state and CSBA guidance. Highlights included an update to BP/AR 250 (transportation fees) that moves privacy provisions to board policy and adds an optional superintendent-recommended fee waiver; BP 3540 and related ARs were revised to reflect vehicle and driver qualification changes and 504 accommodations for students.
The presentation also spelled out operational updates: minimum distance standards for eligibility, pre-trip inspections and log-sheet requirements, and a new requirement to retain accident reports and, when applicable, forward copies to the CHP. On safety and compliance, staff presented revisions to drug and alcohol testing rules for drivers to mirror federal requirements, including pre-employment, post-accident, random and reasonable-suspicion testing, reporting to carriers and the continued federal prohibition of marijuana in the testing regime.
Board members and staff also discussed a near-term planning need: a forthcoming law will require a large percentage of fleet vehicles to be electric by a future date. Staff said the district already owns an electric vehicle and that they will bring budget and feasibility work to the board; members asked staff to assess vehicle range, charger infrastructure and vehicle-size constraints for Malibu canyon routes.
