Planning commission recommends special permit with 38-client cap for 200 North Water Street (CHOP); public hearing set Jan. 27

Carol (speaker 3) told the council that the planning commission reviewed the CHOP special-permit application and issued a positive recommendation while suggesting the council include a maximum occupancy number in the approval. "The maximum occupancy would be 38 clients," Carol said, adding that last year's maximum was 34.
Council members asked for clarifications before the public hearing (set for Jan. 27), including additional reports listed in the special-permit packet (police or programmatic reports), average length-of-stay statistics for different client groups (DSS and veterans), and confirmation of the applicant's lease status. Staff said they would check lease documentation and provide requested materials at or ahead of the public hearing.
