DPW Superintendent Chris Gross told the council staff fielded numerous complaints about winter-parking enforcement and recommended adding roughly 40 smaller winter-parking signs at strategic locations so residents entering any area would pass a sign. "We're proposing that we add, roughly 40 signs throughout the city," Gross said, and staff noted the proposed signs would be smaller than the eight large perimeter signs already in place.
Council members and the police chief discussed a flashing-beacon approach used in Plattsburgh, where lights indicate when winter rules are active. The police chief cautioned the council to pilot the idea because enforcement and off-street parking differ between cities; "when the lights go on, the cars go away," the chief said of the Plattsburgh model but noted Peekskill lacks large off-street lots downtown. Staff concluded it is too late this season to install new signposts (utility marking and lead time needed) but recommended piloting both signage and a beacon approach next winter, combined with outreach and social-media notices.
