Children's Village-backed downtown incubator gets $1.5M ESD grant, council endorses continued planning

Matthew Rudakov (speaker 15) said Children's Village responded positively and noted, "Children's Village just got an announcement that they have a $1,500,000 grant from Empire State Development for the ground floor and for the lower level nonresidential uses." Staff described next steps as deeper feasibility work, outreach to potential partner organizations (including Westchester Community College), and developing a business plan and operational model.
Council members generally supported continuing the work but asked for clearer delineation of city versus Children’s Village responsibilities and a feasibility study to test long-term operations, staffing, and revenue. Staff described potential funding sources beyond the ESD grant and said they would return with a more detailed business plan and partner commitments before seeking further council approvals.
